A Los Angeles native, Phil is an alumnus of Yale University, The Groundlings Theater, and is perhaps best known as one of the original cast members of Mad TV and as Marvin in Pulp Fiction.
In addition to numerous appearances in films like Real Steel, Free Enterprise, and Men Women & Children; and TV shows such as NYPD Blue, Curb Your Enthusiasm, The Muppets, Lucifer, and Grey's Anatomy; Phil also starred in and produced the comedy web series Inside The Legend. He has been profiled for his extensive voice-over work, which includes regular roles on the animated series Samurai Jack, Futurama, Static Shock, and Justice League; recurring roles on Family Guy, Young Justice, and Star Wars: The Clone Wars; as well as parts in video games like Darksiders, Dead Island, Injustice, Shadow of Mordor (for which he won the NAVGTR award for best supporting actor), Mortal Kombat X, and The Witness.
His stage work includes productions with The Actor's Gang, South Coast Repertory, and Sacred Fools Theatre; and the award-winning production of "We Are Proud to Present..." At The Matrix Theater. Phil also portrayed Cowboy Curtis in The Pee-wee Herman Show both on Broadway, and in the Emmy-nominated HBO special.
Currently, Phil is performing with The Black Version Saturday nights at Largo; appearing as Congressman Graves on HBO's VEEP; in Disney's The Lion Guard and Star Wars: Rebels; Nickelodeon's Teenage Mutant Ninja Turtles and Bunsen is a Beast; recurring in the new Epix series Get Shorty; and working on new episodes of Samurai Jack coming soon to Adult Swim!
